As France strives to meet its climate objectives amidst growing geopolitical and energy supply challenges, marine renewable energies stand out as a strategic pillar of the national energy transition. Yet, the industry faces a paradox: immense potential on the one hand, and on the other, a pressing need for visibility, stability, and long-term planning. How can we ensure a coherent deployment path for offshore wind and marine energy while securing the trust of industrial actors and territories alike? In this pivotal edition of the Assises nationales des énergies marines renouvelables, we take a hard look at how the French State is planning the future of offshore wind: Which maritime zones are being considered? How is public consultation evolving? Are government services sufficiently staffed and trained to support the growing complexity of marine projects? What infrastructure—ports, vessels, supply chains—is in place to meet tomorrow’s ambitions? And how do we ensure maritime safety as project footprints expand? On the industrial front, can Europe’s supply chain keep pace with the scale of deployment ahead? Is the Net-Zero Industry Act (NZIA) a game-changer in securing the industrial investments needed to anchor a sovereign and resilient marine energy industry? With the first floating wind turbine from EFGL now at sea, and as learnings from pilot farms accumulate, we also explore the key technical challenges that must be overcome to scale up floating wind. What lessons do developers and OEMs draw from early deployments? What innovations are required to industrialize floating solutions and reduce costs at pace?
